...FLOOD ADVISORY IN EFFECT UNTIL 1045 PM PDT THIS EVENING... * WHAT...Urban and small stream flooding caused by excessive rainfall is expected. * WHERE...Los Angeles County coasts, valleys and lower mountains. * WHEN...Until 1045 PM PDT Tuesday. * IMPACTS...Heavy rainfall could trigger shallow debris flows, especially in and near recent wildfire burn scars. Minor flooding is in low-lying and poor drainage areas with water ponding on area roadways. * ADDITIONAL DETAILS... - At 437 PM PDT, Doppler radar and automated rain gauges indicated heavy rain. This will cause urban and small stream flooding. Between 0.5 and 2 inches of rain have fallen. - Peak rainfall rates of 0.25 to 0.5 inches per hour and locally higher are expected. Additional rainfall amounts of 1 to 3 inches are expected over the area. This additional rain will result in minor flooding. ...DANGEROUS MARINE CONDITIONS EXPECTED ACROSS THE COASTAL WATERS TODAY INTO EARLY WEDNESDAY... A strong cold front will move through the coastal waters today, likely bringing strong Gale force southeast to south winds gusting in the 35 to 45 knot range. There is a 20 percent chance of storm force gusts up to 50 knots across the northern outer waters this morning. By this afternoon, winds are expected to shift to the southwest and west behind the cold front, with the potential for additional Gale force wind gusts up to 35 knots. The strong Gale force winds will likely bring large and very choppy seas today and tonight, with the potential for breaking waves at Morro Bay and Ventura Harbors. In addition, there is a slight chance of thunderstorms today and tonight across the coastal waters, capable of producing brief heavy downpours, strong winds, small hail, dangerous cloud to ocean lightning, and isolated waterspouts.

Highest across west and southwest facing beaches. * WHERE...Malibu Coast and Los Angeles County Beaches. * WHEN...From 2 AM Wednesday to 5 AM PDT Thursday. * IMPACTS...There is an increased risk for ocean drowning. Rip currents can pull swimmers and surfers out to sea. Large breaking waves can cause injury, wash people off beaches and rocks, and capsize small boats near shore.

Remain out of the water due to dangerous surf conditions, or stay near occupied lifeguard towers. Rock jetties can be deadly in such conditions, stay off the rocks.
