Minor flooding is in low-lying and poor drainage areas with water ponding on area roadways. * ADDITIONAL DETAILS... - At 437 PM PDT, Doppler radar and automated rain gauges indicated heavy rain. This will cause urban and small stream flooding. Between 0.5 and 2 inches of rain have fallen. - Peak rainfall rates of 0.25 to 0.5 inches per hour and locally higher are expected. Additional rainfall amounts of 1 to 3 inches are expected over the area. This additional rain will result in minor flooding. Rainfall intensity is expected to increase in the 5 to 7 pm timeframe and flash flooding cannot be ruled out during this time. - Some locations that will experience flooding include... At 1110 PM PDT, Doppler radar was tracking a line of strong showers and isolated thunderstorms stretching from Monrovia south to El Monte. This line was moving northeast at 30 mph. Highest across west and southwest facing beaches. * WHERE...Malibu Coast and Los Angeles County Beaches. * WHEN...From 2 AM Wednesday to 5 AM PDT Thursday. * IMPACTS...There is an increased risk for ocean drowning. Rip currents can pull swimmers and surfers out to sea. Large breaking waves can cause injury, wash people off beaches and rocks, and capsize small boats near shore.

Remain out of the water due to dangerous surf conditions, or stay near occupied lifeguard towers. Rock jetties can be deadly in such conditions, stay off the rocks.

...WINTER STORM WARNING REMAINS IN EFFECT UNTIL 11 PM PDT WEDNESDAY... * WHAT...Heavy snow expected. Total snow accumulations of 2 to 5 feet above 6000 feet, 10-20 inches between 5000 and 6000 feet, and 2-10 inches between 3500 and 5000 feet. Southerly Winds gusting as high as 75 mph. * WHERE...Interstate 5 Corridor, Western San Gabriel Mountains and Highway 14 Corridor and Eastern San Gabriel Mountains. * WHEN...Until 11 PM PDT Wednesday. * IMPACTS...Travel could be very difficult to impossible. Very strong winds could cause extensive tree damage. * ADDITIONAL DETAILS...Snow levels will drop into the 3000 to 4500 foot range tonight and Wednesday. The snow and wind may cause significant travel delays, including Interstate 5 through Tejon Pass where around 3 inches is expected.
